Resolving human rights abuse cases in Haiti?

What can Haiti do to combat the human rights abuses? haiti's situation is very bad, and it needs to do something, however, what can they do. What can a local community do to bring change. Resolving human rights abuse cases in Haiti?
1. Hold the people who commit human rights abuses accountable.


2. Reform the justice system so that in practice it conforms with Haitian law and all accused people are allowed equal access to a fair hearing in a timely manner.


3. UN troops who commit abuses against the Haitian populace should be held accountable through both the local legal system and through the UN's self-monitoring system.


4. Laws should be enacted to protect vulnerable members of society such as restaveks and funds should be allocated to implement those laws.
